While not recommended shingles can be installed over existing shingles however this shortens the life span of your new shingles. You should consider that while costs are lower to simply refinish the pre-existing roof the materials installed under the shingles still have a lifespan that the clock is ticking on.
Please do not allow a roofing contracter to just nail new shingles on top of your prexisting ones. They should be stripped off first and then added.
It depends greatly on the materials used and the home size but the average cost of a roof replacement is about $8,000 but again this depends on the surface area on your roof. It depends on whether or not the leak is from a small area of roof or a roof system failure. Having a roofing contracter that you can trust come out to investigate is key. If the leak is simply caused by faulty flashing on a small section of roof that has been damaged, then we would probably only need to repair the source of the leak. If, however, the entire roofing system has failed due to a poor install job or materials used a replacement would be reccomended.

As a Homeowner you will probably not react until you notice a roof leak or other serious damage. But by then it is often too late because in most cases much worse underlying problems already exist. If you notice warped or missing shingles, loose seams, damage flashing or anything else that seems off it is time to call a contracter. Cracked paint, discolored walls or peeling wallpaper can also be a sign of roof damage.
